On Web, a Fine Line on Free Speech Across the Globe

SAN FRANCISCO — For Google last week, the decision was clear. An anti-Islamic video that provoked violence worldwide was not hate speech under its rules because it did not specifically incite violence against Muslims, even if it mocked their faith.

The White House was not so sure, and it asked Google to reconsider the determination, a request the company rebuffed.

Although the administration’s request was unusual, for Google, it represented the kind of delicate balancing act that Internet companies confront every day.

These companies, which include communications media like Facebook and Twitter, write their own edicts about what kind of expression is allowed, things as diverse as pointed political criticism, nudity and notions as murky as hate speech. And their employees work around the clock to check when users run afoul of their rules.

Google is not the only Internet company to grapple in recent days with questions involving the anti-Islamic video, which appeared on YouTube, which Google owns. Facebook on Friday confirmed that it had blocked links to the video in Pakistan, where it violates the country’s blasphemy law. A spokeswoman said Facebook had also removed a post that contained a threat to a United States ambassador, after receiving a report from the State Department; Facebook has declined to say in which country the ambassador worked.

“Because these speech platforms are so important, the decisions they take become jurisprudence,” said Andrew McLaughlin, who has worked for both Google and the White House. Most vexing among those decisions are ones that involve whether a form of expression is hate speech. Hate speech has no universally accepted definition, legal experts say. And countries, including democratic ones, have widely divergent legal approaches to regulating speech they consider to be offensive or inflammatory.

Europe bans neo-Nazi speech, for instance, but courts there have also banned material that offends the religious sensibilities of one group or another. Indian law frowns on speech that could threaten public order. Turkey can shut down a Web site that insults its founding president, Kemal Ataturk. Like the countries, the Internet companies have their own positions, which give them wide latitude on how to interpret expression in different countries.

Although Google says the anti-Islamic video, “Innocence of Muslims,” was not hate speech, it restricted access to the video in Libya and Egypt because of the extraordinarily delicate situation on the ground and out of respect for cultural norms.

Google has not yet explained why its cultural norms edict applied to only two countries and not others, where Muslim sensitivities have been demonstrably offended.

The Challenge
Northwestern University did not have a single, secure dashboard to monitor its web applications and adequately determine performance issues. As a result, the lack of visibility to critical data caused the processes for troubleshooting and resolving problems to be inefficient.
The Solution
The university created a capacity and availability service monitoring dashboard with the BMC End User Experience Management solution. This provided IT staff with real-time web application performance data. Additionally, students, faculty and staff could check the performance, health and availability of their web applications.

Based on research that indicates people prefer Bing Web search results over Google, Bing is inviting consumers to come and see for themselves with an online test designed to show that the quality of Bing’s Web search results has surpassed Google’s.

Times-Picayune’s Hurricane Isaac Coverage Hints at Paper’s Future

As the staff at The Times-Picayune in New Orleans applied their well-developed hurricane-reporting skills last week, it was not just flooded roads and power failures that they contended with. Hurricane Isaac struck the region a month before the paper is to cut back print publication to just three days a week, lose part of its newsroom staff and merge into a new company with the Web site Nola.com.

While the newspaper may be in the middle of its transition, the storm gave readers a glimpse of what coverage may look like in the coming months. While The Times-Picayune still printed papers at plants in nearby Mobile, Ala., and Houma, La., the Web site became the destination for residents seeking updates about power failures, closed roads and where to buy ice. There were videos of a photographer driving through the storm, and aerial photographs that allowed evacuated residents to see the flooding in their neighborhoods.

Randy Siegel, the president for local digital strategy at Advance Publications, which owns the paper and Web site, said Nola.com had two to three times its usual traffic during the storm’s four-day sweep.

Hurricane Isaac arrived while the newsroom was still relatively well-staffed. And since the storm was less severe than Hurricane Katrina in 2005, The Times-Picayune could put roughly the same number of journalists to work during Isaac as it did back then.

Three-quarters of the 200 people who are being laid off throughout the paper were still covering Hurricane Isaac because they agreed to work through the end of September, according to Mr. Siegel. The paper also has hired more than half of the people who are joining the new news operation.

A coalition of nearly 20 children’s advocacy, health and public interest groups plans to file complaints with the Federal Trade Commission on Wednesday, asserting that some online marketing to children by McDonald’s and four other well-known companies violates a federal law protecting children’s privacy.

The law, the Children’s Online Privacy Protection Act, requires Web site operators to obtain verifiable consent from parents before collecting personal information about children under age 13. But, in complaints to the F.T.C., the coalition says six popular Web sites aimed at children have violated that law by encouraging children who play brand-related games or engage in other activities to provide friends’ e-mail addresses — without seeking prior parental consent.

Intuit QuickBase Study Reveals Motivations and Industry Trends Among DIY App Creators in the Enterprise

MOUNTAIN VIEW, Calif. – Mar. 22, 2012 – “Show me some love.” That’s the plea from a growing number of information workers who independently develop in-house Web applications for their employers.
A recent survey from QuickBase, a unit of Intuit Inc. (Nasdaq: INTU), found that nearly one in five information workers at mid-size to large enterprises have built or customized a Web application or software for work purposes on their own. These DIYers are passionate and motivated to help their teams, and the majority feels their employers should recognize their contributions. Nearly six in 10 – a total of 58 percent– believe their employers should recognize their efforts in the form of financial compensation. However, among DIYers whose companies explicitly do not support their independent efforts, the percentage increases to 71 percent.
Recognition need not be monetary. “A little recognition can go a long way,” said Allison Mnookin, vice president and general manager of Intuit QuickBase. “Supporting and recognizing DIY efforts – no matter how you do it – pays off.
 “You’re motivating and rewarding employees who go above and beyond their job descriptions, make their teams more efficient, and solve problems for their companies. Endorsing and celebrating internal innovation can fuel its rapid spread throughout the organization.”
Other forms of recognition respondents found rewarding include publicizing their solutions internally (33 percent) and getting promoted (25 percent).
DIYers Are Pervasive in Select Industries
Computer and IT services firms have the highest percentage of DIY information workers, the survey found, with 62 percent of respondents reporting they have built or customized apps for work. Conversely, these firms are not necessarily empowering their workers to create their own solutions – either by providing the required tools or authorizing employees to find and use their own. In fact, 43 percent of the DIYer population at computer and IT service firms said they are not empowered by their organizations.
Professional services companies reported the second-highest amount of DIYers at 53 percent. And their employees are more likely to feel free to act on their own. A total of 61 percent of the DIYer population said they were empowered by their companies to innovate on their own, the highest among all industries. Professionals in consultancy roles are constantly driven to solve client problems and this data indicates they likely nurture that innovative mentality amongst their employees.
The financial services and insurance industries, where tight IT controls and deep-seated work processes are commonplace, have the highest percentage of non-empowered DIYers. At the same time, however, 43.5 percent still create their own solutions.

“DIYers create lasting value companies should love. Endorsement from management propels the success of DIY solutions even further,” Mnookin added.
In fact, 85 percent of apps created by empowered DIYers are still being used within their organization or team, while non-empowered workers see sustained adoption rates of 77 percent for their solutions.

Intuit and Global Strategy Group surveyed more than 900 information workers at companies with more than 100 employees in October 2011, investigating whether they felt empowered to solve customer and work process problems on their own. The survey also asked whether employees were sanctioned by corporate IT departments to use technologies of their choice to do so. Microsoft Raids Tackle Online Crime

SEATTLE — Microsoft employees, accompanied by United States marshals, raided two nondescript office buildings in Pennsylvania and Illinois on Friday, aiming to disrupt one of the most pernicious forms of online crime today — botnets, or groups of computers that help harvest bank account passwords and other personal information from millions of other computers.

With a warrant in hand from a federal judge authorizing the sweep, the Microsoft lawyers and technical personnel gathered evidence and deactivated Web servers ostensibly used by criminals in a scheme to infect computers and steal personal data. At the same time, Microsoft seized control of hundreds of Web addresses that it says were used as part of the same scheme.

The sweep was part of a civil suit brought by Microsoft in its increasingly aggressive campaign to take the lead in combating such crimes, rather than waiting for law enforcement agencies to act. The company’s targets were equipment used to control the botnets, which criminals, known as bot-herders, use for ill intent.

Microsoft has a big interest in making the Internet a safer place. Despite inroads made by Apple and others in some parts of the technology business, Microsoft’s Windows operating system still runs the vast majority of the computers connected to the Internet. The prevalence of its software has made Windows the most appealing target for online criminals, and the security holes they discover in the software are a persistent nuisance for Windows users.

IT just keeps growing — the vast electronic archive of books, journals and scholarly literature stored on the Web. But scientists are aiming to keep up with this trove of collective knowledge by devising computer-based tools to winnow and quantify it.

David M. Blei of Princeton University is among those who are teaching computers to sift through the digital pages of books and articles and categorize the contents by subject, even when that subject isn’t stated explicitly.

For decades, of course, librarians and many others have labeled books and documents with keywords. “But human categorization can only go so far,” said Dr. Blei, an associate professor in computer science. “We don’t have the human power to read and tag all this information.”

To cope with the information explosion, Dr. Blei and other researchers write algorithms so that computers can sift through millions of works and find their common themes by sorting related words into categories. It’s a field called probabilistic topic modeling.

Other research tools identify shifts in language over time that could signal important cultural, scientific or historical changes. At Harvard, Erez Lieberman Aiden and Jean-Baptiste Michel, who jointly lead a group there called the Cultural Observatory, will soon inaugurate a browser that searches for such language changes in a large online repository of scientific papers known as arXiv (pronounced like “archive”).

Users will be able to type in one or two words at the site, called Bookworm-arXiv, and immediately see a graph showing the ups and downs of the phrase’s use in the archive, Dr. Michel said. (A test version is at arxiv.culturomics.org.) Users can then click on the graph and drill down to read the original papers in which the terms appear, tracing ideas back toward their roots, or to spots where scientific ideas spread from one field to another.

Factual’s Gil Elbaz Wants to Gather the Data Universe

BEVERLY HILLS, Calif. AT 7 years old, Gilad Elbaz wrote, “I want to be a rich mathematician and very smart.” That, he figured, would help him “discover things like time machines, robots and machines that can answer any question.”

In the 34 years since, Mr. Elbaz has accomplished big chunks of these goals. He has built Web-traversing software robots and answered some very big questions for Google, along the way becoming a millionaire several hundred times over.

His time-machine plans, however, have been ditched for something he finds more important: trying to identify every fact in the world, and to hold them all in a company he calls Factual.

“The world is one big data problem,” Mr. Elbaz says from his headquarters, a quiet office 14 floors above the Los Angeles Country Club. He is a slim, soft-spoken man who weaves in his chair when an idea excites him. “What if you could spot any error, as soon as you wrote it? Factual is definitely a new thing that will change business, and a valuable new tool for computing.”

In the booming world of Big Data, where once-unimaginably huge amounts of information are scoured for world-changing discoveries, Mr. Elbaz may be the most influential inventor and investor. Besides Factual, he has interests in 30 start-ups, including an incubator in San Francisco dedicated to Big Data. Factual’s headquarters, in a high-rise on the Avenue of the Stars, hosts seminars for a data community he hopes to foster in the Los Angeles area.

Mr. Elbaz also serves on the boards of the California Institute of Technology, his alma mater, and the X Prize Foundation, which offers cash prizes to teams that meet challenges in space flight, medicine and genomics. The company he sold to Google, Applied Semantics, is the basis of Google’s AdSense business, which brings Google close to $10 billion in revenue annually.

While valued for his investments and guidance, Mr. Elbaz remains relatively little-known. He is so self-effacing that he recently walked through a conference of 3,000 data scientists, recognized only by the staff members of one of his investments. He lives quietly with his wife, a former federal prosecutor, and his three children in a modest ranch house in West Hollywood. For fun, he plays basketball at a local sports club.

His mental and financial assets, he says, are like gifts he needs to deploy so the world works better.

“If all data was clear, a lot fewer people would subtract value from the world,” he says. “A lot more people would add value.”

Creating clear, reliable data could also make Factual a very big company.

“Gil is pretty far ahead of the rest of us, the one entrepreneur where it takes a few meetings before I really understand everything he is talking about,” says Ben Horowitz, a venture capitalist who backed Factual through his firm, Andreessen Horowitz. “Three years ago, he thought Factual was his biggest chance to change the world. Over time, the world has moved his way.”

The study evaluated how marketers measure the impact of website traffic from major social media sites, including Facebook, Twitter, Pinterest, Tumblr, Blogger, YouTube and Yelp. Adobe analyzed more than 1.7 billion visits to more than 225 U.S. companies’ websites in the retail, travel and media industries, concluding that marketers significantly underestimate the value of social traffic.

·         The use of last-click attribution, the most common attribution model used by marketers, may cause marketers to undervalue social media’s website impact by up to 94 percent
·         First-click attribution models more accurately capture the benefits of social media in engaging customers earlier in the buying process
·         Significant differences in the results of first-click vs. last-click attribution data for various social media sites may cause marketers to change how they allocate the budgets across social and other digital channels
Why First-Click Attribution is Better for Social
Last-click attribution assumes that the marketing channel most responsible for a consumer’s behavior is the channel the consumer last touched before a visit or purchase. First-click places responsibility on the channel the consumer first touched. Social media creates an environment in which brands can build awareness and engage with prospective and existing customers early in the purchase process. By ignoring the value of these earlier interactions, last-click attribution gives disproportionate credit to the marketing channels customers use late in the purchase process, potentially undervaluing the role of other channels in building awareness, engagement, and ongoing relationships between customers and brands. In contrast, first-click attribution gives social media more credit for these earlier interactions. The difference between last-click and first-click is significant and has the potential to change the way companies allocate social media budgets.
