New Diameter Signaling Solution Will Expand IP-based Roaming, Voice and Video over IP Services

Today, Oracle announced that Telenor Global Services intends to make its LTE roaming services available around the world using Oracle’s Tekelec Diameter Signaling Router. The solution will enable national and international roaming and over-the-top (OTT) services, such as voice over Internet protocol (VoIP) for partner service providers, helping to increase revenues and provide subscribers with greater LTE network access.
Diameter signaling messages transmit essential subscriber mobile data activities, including authorization, authentication, billing, charging and network policy information. As smartphone and tablet proliferation and consumer data demands increase, the number of Diameter signaling messages in CSP networks will also grow exponentially, requiring advanced signaling technology to properly manage network traffic.
Telenor Global Services will deploy Oracle’s Tekelec Diameter Signaling Router as part of itsGlobal LTE Roaming Signaling and IP packet eXchange (IPX) offerings. The solution will provide Diameter Edge Agent (DEA) functionality, which will enable Telenor to connect securely with third-party partners to share resources – such as when a customer is roaming between networks. The solution will deliver essential interoperability and interworking as the central point in Telenor Global Services’ network to relay Diameter messages across operators’ networks.
Oracle’s Tekelec Diameter Signaling Router offers international IPX providers, such as Telenor Global Services, the ability to build software-defined networks and create new mobile data revenue opportunities, including:
LTE speeds and services for 3G subscribers roaming on LTE networks. For example, subscribers can purchase dual-mode 3G and LTE tablets in a country without LTE. When subscribers travel to an LTE market, they can receive access to a partner’s LTE network – giving them faster speeds and improved service quality
Sponsored LTE roaming. An operator may request International Mobile Subscriber Identities (IMSIs) from a partner, enabling the CSP to collect usage information and bill the home network when subscribers are roaming internationally and eliminating the need to create individual roaming agreements with multiple partners
Peer-to-peer (P2P) mobile video interoperability. IPX providers can act as video ‘hubs,’ allowing subscribers on different access networks, devices and video communication software to communicate using video chat and other video applications. Operators can then charge for traffic generated on these services, regardless of a subscriber’s platform or operating system
Interconnection between OTT providers and operators. For example, Telenor Global Services can serve as an intermediary for VoIP and video content providers to connect with operators for guaranteed OTT service quality
