Oracle Establishes Leadership Position with Its Integrated Healthcare Reform Solution
Flexible Enterprise Solution Helps State Governments Meet the Requirements and Federally Prescribed Timeframes for Healthcare Insurance Exchanges

In September 2011, Oracle announced its solution for Health Insurance Exchanges – consisting of a modular footprint of Oracle software and hardware capabilities architected to work together – that provides state governments with the functionality and services required to help ensure Health Insurance Exchange (HIX) success.
In the last twelve months, many early adopter states as well as a number of strategic systems integrators have selected the Oracle HIX solution, creating a large Oracle ecosystem across the nation.
Oracle's comprehensive integrated solution for HIX includes Oracle's Customer Relationship Management Applications; Oracle's PeopleSoft Financial Management Applications orOracle E-Business Suite Financials, Oracle Policy Automation Solution for Public Sector,Oracle Hyperion Planning, Oracle Business Intelligence Applications, Oracle Master Data Management Suite, and components of Oracle Fusion Middleware, including Oracle Identity Management, Oracle SOA Suite, Oracle Business Process Management Suite and Oracle WebCenter Suite, as well as Oracle Database, Oracle Database Security, Oracle Database Vault and Oracle Data Masking. It can support Health and Human Service programs and core business functions such as eligibility and enrollment; case management, client assessments, billings, collections and premium reconciliation; customer service; premium tax credit tracking; broker management; payment processing and financial and management reporting. The Oracle HIX solution runs on Oracle Engineered Systems infrastructure which delivers extreme performance in a high availability, fault tolerant environment while simplifying and reducing the costs associated with purchasing, deploying and supporting IT environments.
As Jan. 1, 2014 quickly approaches, time is running out for states to procure and implement a full state-based exchange solution. Oracle offers its modularized architected solutions that uniquely align with each of the Federally Facilitated Exchange (FFE) Partnership models.
Under the FFE Partnership models, states have several options using Oracle’s modular approach. For example, a state may quickly implement one of the partnership options leveraging Oracle’s engineered systems in either an on-premise or cloud solution. This approach provides states with optimum performance while significantly reducing the infrastructure setup timelines as well as offsetting some of the risks associated with employing multiple hardware vendors.

"Oregon is 90 percent finished with Federal Health Insurance Exchange requirements. We have gone through an enormous transformative effort led by our executive team that really understood where we needed to go, retooling our organization to act more like a consulting group rather than a typical government organization. We worked very closely with Oracle to build our enterprise architecture and solution: it was the catalyst for change. Oregon is at a place where we can take what we have developed and make that available for any state to pick up and use; we have already started discussions with Vermont to make that happen," said Carolyn Lawson, chief information officer, Oregon Health Authority and Oregon Department of Human Services.
“In Vermont, we are looking at leveraging an existing investment in Oracle technology to build our Health Insurance Exchange platform. We also plan to take advantage and reuse the accelerators coming out of Oregon to expedite our time to market. We anticipate this approach will help us reduce costs and enable us to implement our HIX in time to meet the prescribed Federal timelines," said Angela S. Rouelle, chief information officer, Agency of Human Services, State of Vermont.
