Raytheon and General Dynamics joint venture awarded U.S. Air Force Launch and Test Range Contract

DULLES, Va.Jan. 9, 2015 /PRNewswire/ -- The U.S. Air Force has awarded one of its most important space procurements, potentially a multi-billion-dollar contract to operate, maintain, and sustain launch ranges at Florida's Space Coast and Vandenberg Air Force Base in California, to a joint venture of Raytheon (NYSE: RTN) and General Dynamics.
The joint venture, called Range Generation Next (RGNext) is responsible for operations, as well as organizational and depot-level maintenance and sustainment for safe and effective launch, testing, and tracking of Department of Defense, civil, commercial, and international spacelift vehicles. It will also support ballistic missile, guided weapon, and aeronautical tests and evaluations.
The $1.5 billion, single-award contract has a one-year base period with nine one-year options. Raytheon and General Dynamics formed RGNext to pursue the opportunity, known as the U.S. Air Force Space and Missile Systems Center's Launch and Test Range System (LTRS) Integrated Support (LISC) contract, supporting the U.S. Air Force Space Command.
Existing operations and maintenance at the Eastern and Western launch ranges and the engineering and sustainment work for the entire LTRS are being consolidated into LISC, primarily a fixed-price-incentive firm (target) contract.

Boeing Delivered All P-8As to U.S. Navy on Schedule and on Cost in 2014

SEATTLE, Jan. 9, 2015 – Boeing [NYSE: BA] last month delivered the eighth P-8A Poseidon of 2014, completing all planned deliveries to the U.S. Navy for the year on time and on cost.
That airplane, the 21st overall for the program, flew from Seattle to Naval Air Station Jacksonville in Florida on Jan. 8. It joined other P-8As being used to train Navy crews.

Northrop Grumman Highlights International Capabilities in Unmanned Aircraft Systems at ILA Berlin Air Show 2012

BERLIN – Sept. 5, 2012 – Northrop Grumman Corporation (NYSE:NOC) is participating in the ILA Berlin Air Show, where it will highlight its industry-leading intelligence, surveillance, and reconnaissance (ISR) capabilities with the EURO HAWK® and NATO Alliance Ground Surveillance (AGS) platforms, both of which are international derivatives of the RQ-4 Global Hawk high-altitude long-endurance (HALE) unmanned aircraft system (UAS). The company's aircraft navigation and stabilisation sensor technology will also be featured.
The air show will take place Sept. 11-16 at the Berlin ExpoCentre Airport directly adjacent to BER Berlin Brandenburg International, the capital's future airport. More than 1,100 exhibitors from 40 countries are expected to attend. The Northrop Grumman pavilion No. 645 and exhibit area are at the west end of the exhibition site. A full-scale model, configured in EURO HAWK® and NATO AGS livery on alternate days, will be on display in front of the company's pavilion.

"The German Air Force's EURO HAWK® and NATO's AGS systems mark important milestones for us – they are the first international versions of the RQ-4 Global Hawk and the first HALE UASs to be used in Europe. We look forward to building on the success of this trans-Atlantic industrial cooperation and the strong partnerships that we have developed through both of these programmes."
EURO HAWK® is the first HALE signals intelligence (SIGINT) UAS based on the RQ-4 Global Hawk produced by Northrop Grumman for the German Bundeswehr. It made its first flight to Germany, touching down in Manching in July 2011, and is ready for SIGINT payload flight testing.
The EURO HAWK® carries a new SIGINT mission system developed by EADS Deutschland GmbH, operating through Cassidian, the defence and security division of EADS, and integrated in Manching.
With a wingspan larger than most commercial airliners, endurance of 30 hours and a maximum altitude of more than 60,000 feet, EURO HAWK® is an interoperable, modular and cost-effective replacement for the fleet of manned Breguet Atlantic aircraft, which had been in service since 1972 and was retired in 2010.
Northrop Grumman is also the prime contractor for the NATO AGS system and will provide and initially maintain five Block 40 Global Hawk unmanned aircraft equipped with an advanced ground surveillance radar sensor – the Multi-Platform Radar Technology Insertion Programme (MP-RTIP), which is capable of detecting and tracking moving objects as well as providing radar imagery of target locations and stationary objects.
Demonstrating its commitment to trans-Atlantic cooperation, Northrop Grumman leads an industry team of European defence companies representing all 13 participating NATO nations to develop and produce an airborne ground surveillance core capability, which is missionized to NATO requirements and leverages national investments already made for the benefit of the entire alliance. The ground element of the programme will be wholly produced by European industry, offering the potential for national reuse in other programmes.
The NATO-owned and -operated AGS system is intended to support a broad range of missions, including protecting ground forces, border and maritime security, counter- and anti-terrorism, crisis management, peacekeeping and enforcement, and humanitarian assistance and disaster relief. Northrop Grumman signed the $1.7 billion (€1.2 billion) contract for the NATO AGS system at the NATO summit in Chicago in May this year.
The company's German subsidiary, Northrop Grumman LITEF, will also be represented at the air show. On display in the Northrop Grumman pavilion will be sensors for weapon stabilisation, inertial guidance systems for missiles and Attitude Heading Reference System navigation systems for commercial fixed and rotary wing aircraft based on fibre optic and micro electro mechanical systems technology. Northrop Grumman LITEF systems are in service on aircraft platforms in the U.S., Europe and Asia and are fitted to the Eurofighter Typhoon and the Tornado as well as the Meteor, Taurus and IRIS-T missiles.

While addressing the crowd at the third RSA Conference in China, held in Chengdu, Mr. Coviello challenged conventional thinking on security – attributing shortages of qualified IT talent, the lack of understanding and cooperation on security issues between nations and budget inertia as key drivers holding security back from where it needs to be.
Mr. Coviello pointed out that today the vast majority of IT security spending is still allocated towards static and inflexible perimeter-based technologies that are increasingly ineffective against today’s threats. In an age of interconnectivity and openness where breaches are to be expected even among the best-defended networks, the balance must shift to accommodate timely detection and response.
"Without rebalancing this spend it will become increasingly difficult, if not impossible, to detect sophisticated attackers quickly and with enough detail and accuracy to mount an effective defense," Mr. Coviello said. "The perimeter is easily breached and as attacks inside the perimeter continue to become more sophisticated, only equally sophisticated detection capabilities and analytics can enable a response that is quick enough to help avoid loss."
Mr. Coviello also addressed several other issues "holding back security," including the severe skills shortage of competent IT security professionals. A 2011 Global Information Security Workforce Study by Frost & Sullivan suggests that despite a forecasted addition of more than two million new IT security professionals by 2015, it may still not be enough to support global demand. Mr. Coviello also pointed out the lack of cooperation among government entities and a broad lack of understanding among these governments, media, consumers and private and public organizations which position the security industry at a disadvantage against the constantly evolving threat landscape.
"The implication of these forces is holding security back. Security models are not moving fast enough to make the transition from perimeter-based to intelligence-based security, while adversaries become more sophisticated," Mr. Coviello said.
Mr. Coviello advanced four major recommendations for how the industry must adapt:
  • Commitment to intelligence-based security – The industry must evaluate risk from both the inside out and outside in, looking at risk in the context of vulnerability, probability and materiality. Based on that information, re-evaluate budgets and balance spending priorities accordingly.
  • The best defense is a layered defense – The focus in a layered defense must be on controls that deliver the situational awareness, deep visibility and environmental agility to deter, detect, and defeat sophisticated targeted attacks.
  • Find the "right" talent – The "right" talent will be people with more education and training and those working in anti-fraud groups. More value should be placed on security analytic skills over capabilities in traditional security or IT infrastructure management.
  • Cooperation – Collectively nurture an ecosystem of governments, vendors and user organizations that work together to foster more trust in the digital world. Additionally, markets have to operate on mutual international respect for intellectual property
Mr. Coviello added, "We are only as strong as our weakest link and we are interdependent as never before. Attacks on one of us have the potential to be attacks on all. We must adapt and change…The economies of the world are too fragile to run the risk of not tackling this problem head on."
Reflecting on the challenge facing the global security industry and the need for all parties to work cooperatively against mounting digital threats, Mr. Coviello invoked the wisdom of Zhuge Liang, chancellor of the state of Shu Han in second century China:
"In closing I turn again to the wisdom of Zhuge Liang about the need to work together – he said 'It is not wise to continue on alone. We need to wait for our allies.' Let us all be allied in meeting this challenge."
